Achievement in 2018

In 2018, FFO embarked on a pioneering project to investigate the burden of illicit trade in tobacco products, particularly cigarettes. As the first in Pakistan to undertake such a study, we conducted a comprehensive survey of smokers in urban and rural areas of Islamabad, providing valuable insights into the scope and impact of the illicit tobacco trade. The report, released in 2019, shed light on the extent of illicit cigarette trade in the capital city, revealing a significant burden on the economy and public health.

Achievement in 2019

In 2019, FFO conducted another market-based research study to determine the burden of the illicit trade of cigarettes in two provincial capitals, Lahore and Peshawar, and the report was released in 2020. Once again, the report proved beneficial for reference purposes and stakeholders, including the Federal Board of Revenue (FBR), in shaping their tobacco taxation policy. By shedding light on the illicit tobacco trade, FFO’s work has contributed significantly to developing effective strategies for combating this critical issue, ultimately promoting public health and revenue generation in Pakistan.

Achievement in 2020

Building on this success, FFO expanded its research in 2020, conducting a market-based survey in two provincial capitals, Lahore and Peshawar, to determine the burden of illicit cigarette trade. The report provided a comprehensive analysis of the illicit tobacco market in these cities, offering actionable recommendations for policymakers and stakeholders. By shedding light on the illicit tobacco trade, FFO’s work has contributed significantly to the development of effective strategies for combating this critical issue, ultimately promoting public health and revenue generation in Pakistan.
